1. Purpose and Scope

This Certification Regulation establishes the rules, responsibilities, and procedures governing the certification services provided by Cybenetics. It applies to all applicants and certificate holders seeking or maintaining certification for computer Power Supply Units (PSUs) and cooling fans under Cybenetics’ performance certification programs, including ETA, LAMBDA, PHI, and optional EMI screening.

2. Certification Programs Overview

Cybenetics offers the following performance certification programs:

  • ETA – Power efficiency certification, across 115V and 230V input voltages.
  • LAMBDA – Acoustic noise level evaluation in controlled anechoic environments.
  • PHI – Cooling performance of fans, emphasizing airflow and static pressure under realistic conditions.
  • EMI – Basic pre-compliance screening for electromagnetic interference and compatibility (optional, informative).

Each program has defined classes and technical thresholds. Certification is issued only when full compliance with the applicable criteria is demonstrated.

3. Eligibility and Application

Applicants must be:

  • Original equipment manufacturers (OEMs)
  • Brand owners or licensees
  • Authorized agents

Applications must include:

  • Completed application form
  • Technical datasheets and component specs
  • Declaration of conformity
  • Product labels and marketing material
  • Two production-grade units per model (minimum)

Incomplete or falsified applications will be rejected.

4. Evaluation and Testing

All evaluations are conducted in Cybenetics-approved facilities or laboratories that conform with internal quality protocols.

Tests include:

  • Efficiency testing under load (ETA)
  • Acoustic testing in anechoic chambers (LAMBDA)
  • Fan performance (PHI)
  • EMI emissions 

All procedures follow standardized internal methodologies published by Cybenetics. Products may be disqualified if results are inconsistent or manipulated.

5. Certification Decision

Certification decisions are made by authorized personnel after reviewing:

  • Technical test reports
  • Conformity of documentation
  • Visual and physical examination results


Successful applicants receive:

  • A Cybenetics certificate 
  • Listing on the Cybenetics online registry
  • Permission to use the respective certification mark(s)

6. Validity and Renewal

  • Certification is valid, unless:
  • Product design changes
  • Regulatory or program standards change

Compliance issues arise

Renewal requires submission of updated documentation and may require re-testing.

7. Use of Certification Marks

Cybenetics certification marks (including ETA, LAMBDA, PHI, and any related program marks) may only be used by certificate holders for products that have successfully completed the Cybenetics certification process and have been granted a valid certification.


Certification marks may be used only under the following conditions:

  • The certification must be valid and not suspended, withdrawn, or expired.
  • The certification mark shall correspond to the exact certified product model and shall not represent a certification class higher than that granted by Cybenetics. The use of Certification marks indicating a lower certification class than the one granted are permitted, under the Cybenetics certification scheme.
  • Certification marks may appear on product packaging, product labels, product documentation, and marketing or promotional materials that clearly identify the certified model.
  • Certification marks must be used in accordance with the current Cybenetics Mark Usage Guidelines, including rules regarding size, format, placement, and graphical integrity.


Public Verification Requirement


The use of any Cybenetics certification mark is permitted only for products whose certification record is publicly listed in the official Cybenetics online database.


The Cybenetics public certification registry shall be considered the authoritative reference for determining the validity and scope of certification.


Each certified product model must have a corresponding certification entry that allows independent verification of:

  • the certified model name,
  • the certification program(s) and class achieved,
  • the certification status,
  • and the associated certification report or report summary.


If a product is not listed in the Cybenetics public certification database, the use of Cybenetics certification marks for that product is strictly prohibited.


Prohibited Uses


The following uses of Cybenetics certification marks are strictly prohibited:

  • Applying certification marks to products or product variants that have not been certified.
  • Using certification marks for models that differ from the certified configuration or platform.
  • Using certification marks when certification has expired, been suspended, or withdrawn.
  • Using certification marks in a way that misrepresents the certification scope, performance level, or applicability.
  • Using certification marks without a corresponding publicly verifiable certification listing in the Cybenetics registry.
  • Altering, modifying, or recreating certification marks in a way that changes their meaning or appearance.


Monitoring and Enforcement


Cybenetics reserves the right to monitor the use of certification marks in the marketplace, including product packaging, online listings, marketing materials, and other public communications.

  • In cases of misuse, Cybenetics may take one or more of the following actions:
  • require immediate corrective actions,
  • suspend or withdraw certification,
  • remove the product from the public certification registry,
  • publish notice of certification misuse,
  • pursue legal remedies where applicable.


Certificate holders are responsible for ensuring that all distributors, retailers, and marketing partners comply with these requirements when referencing Cybenetics certifications.


Model Identification and Certification Scope


Cybenetics certification applies exclusively to the specific product model and configuration that was submitted for evaluation and successfully certified.

The certification mark may only be used in association with the exact model designation listed in the Cybenetics certification registry.

Certification marks shall not be used for:

  • different wattage variants,
  • different platform implementations,
  • revised hardware designs,
  • or any product whose electrical or mechanical characteristics differ from the certified configuration,

unless the product has been separately evaluated and certified by Cybenetics.


Where a product family includes multiple power ratings or variants, certification of one model does not automatically extend to other models within the same family unless explicitly listed in the Cybenetics public certification registry.


Any changes to design, platform, or components that may affect performance characteristics covered by the certification programs may require re-evaluation and re-certification.


Cybenetics reserves the right to publicly disclose instances of certification mark misuse to protect the integrity of its certification programs.

8. Complaints and Appeals

Applicants or stakeholders may file:

  • Complaints – regarding services, personnel, or decisions
  • Appeals – to challenge adverse certification decisions

All submissions must be in writing and are handled as follows:

  • Acknowledgement within 5 working days
  • Investigation within 30 calendar days
  • Appeals reviewed by an impartial internal committee

9. Confidentiality and Data Protection

Cybenetics maintains strict confidentiality for all non-public documents, data, and communication. Exceptions include:

  • Published certification listings
  • Summary reports for partners or consumers
  • Legal or regulatory obligations

All data handling complies with applicable data protection laws and internal privacy policy.

10. Changes to Certification Regulations

Cybenetics may revise this Regulation to reflect:

  • Updates to international standards (e.g., ISO, IEC)
  • Internal program improvements
  • Legal or accreditation changes

Revised versions take effect 30 days after publication. Certificate holders will be notified directly.

11. Governing Law and Jurisdiction

This Regulation is governed by the laws of the jurisdiction in which Cybenetics is headquartered. In case of disputes:

  • Parties agree to attempt mediation first
  • If unresolved, arbitration or legal recourse is pursued under local laws
